Short inseam but not sized plus petite

I purchased these because the were listed as "short". Usually that means they are sized for a petite person. Instead, the inseam was indeed short, but the upper part of the pant is sized regular. The waist came just under my breast. Maybe my mistake in assuming they were plus petite. The fabric and styling is nice, they just don't fit me.
