Neck hole too small on black shirt

My mom bought this set for my daughter. The black shirt with the bows on it will not fit over my 13 month old's head. Her head is in the 60th percentile according to her 12 month checkup, and we have never had an issue with a shirt not fitting over her head before. The leopard print shirt's neckline stretches a lot further than the black shirt with the bows, so I'm thinking the black shirt may have been made wrong. I have not yet tried the pants on since she is a size behind in pants due to her short legs
