Cute but fit is off

I bought the XL based on the 14-16 guideline (I generally wear a 14) and it is very large and voluminous. Bodice and armholes are too large and the skirt has a lot of fabric, it's stiffer not flowy so doesn't lay nicely against the body and is not very flattering. Might try a smaller size but not sure if it will help. Too bad because it's a cute dress in theory with pretty colors/pattern. Love the length which is above the knee but not too short (I'm 5'9")
