Making them much smaller

I have a pair of these that I love and thought I would order another pair. I ordered the same size I had, which I could barely pull up over my hips. There was zero give in the waistband to get them over my hips and they were so tight - they felt like they were 2 sizes smaller than the ones I was wearing (which fit perfectly right after I wash them). Had to return them and I am not sure if I want to try another pair!
