Bodice too short, dress length long

Bodice is 1-2 inches too short, dress is 10 inches to long for me. I like my fresh to hit at knee or just above. I am 5’4”, 140 lbs, 40 D. If you wear smaller cup size, bodice is probably okay. I kept dress and hemmed it shorter.
