Sizing is inconsistent

Sizing is off. First bought a size 12 and it was too small so I ordered a size 14. There was no difference.

I’m 5’6 170. Wide at the hip more narrow at the waist. I ordered size 14. I like the fit little roomy at waist but not a dealbreaker. Length hits right above the knee
